Queensferry Community Council Ordinary Meeting
7pm Tuesday 13 December 2022
at Sandycroft Community Centre.

Present: Cllrs. Mrs. D. Milner (Chair) Mrs. C. Jones (Vice-Chair) C. Bowden, Mrs. P. Connah, K. Garrett,
Mrs. K. Perry, Mrs. L. Povey, Mrs. S. Salisbury, T. Williams, D. Wisinger.
In Attendance: No Attendees.

3) To Approve the draft Minutes of the meeting held 8 November 2022
It was Proposed by Cllr. D. Wisinger and Seconded by Cllr. K. Garret that the draft Minutes were
approved.
4) Issues Arising from the Minutes – Nil
5) Declarations of Interest.
Cllr. Mrs. P. Connah – reimbursement for Christmas Switch on Lights, refreshments and the grant given to
S/Croft C. P. School for their N.E.O project.
Cllr. Mrs. K. Perry for the grant given to Q/Ferry C.P. School for their Christmas activities.
Cllrs. Mrs. S. Salisbury for S/Croft Community Centre Children’s Xmas party and Wi-Fi reimbursement.
6) Reports of County Issues. No new issues to report.
Cllr. Mrs. C. Jones advised Council that County issues in the Minutes, should read Bullet Points only, Action
to be Taken, and followed by Resolution. The following would be for Street-Scene to inspect and requested
to add to the Footpath Programme: S/Croft uneven pavements, Station Road, Chester Road (opposite tyre
garage) Road dip in Phoenix Street (opposite scout hut) sink hole (by the traffic lights) in Chemistry Lane.
Street-Scene would be requested for an update on the Footpath Programme, and thanked for attending to the
hedge in Harrison Grove.
7) Report from the Chairperson.
• Cllr. Mrs Milner had prepared and circulated a Training Plan Policy for all members, who were now
urged to partake on the various training modules given by One Voice Wales.
• Cllr. Mrs Milner thanked members who had taken part in the Christmas Switch On, and commented
that a similar event should be held next year, with more activities. As the forthcoming Coronation
had to be considered, an Events Committee would be set up in January for ideas and forward
planning. Councillors agreed by vote for an Events Committee to be formed.
• Councillors Allowances- after discussion it was agreed that the Clerk seek clarification on the
situation for future years.
• I.C.O. would be asked to send a further copy of their certificate.
8) Report from the Clerk/RFO
• Telephone/Broadband Costs – the Clerk had contacted two suppliers, one unsuitable the other very
cost effective, but only dealt with residential accounts. A third supplier would be contacted, in the
meantime the present supplier had given a reduction of 30%.
• A Biodiversity Policy prepared, this was necessary for website display.
• The Minutes – due to recent confusion regarding County Reports, these would be bullet points only,
and update on Actions and Resolution when known from County to be Minuted.
• A Grant Policy would be prepared for display on the Website.
• The Clerk informed Council that she was away on leave from 21 December until the 5 January.

9) Report from members serving on ‘Outside Bodies’: No reports.
10) Financial Matters for Consideration.
a) Applications received for grants towards Christmas activities cheques listed in Item 12).
b) Budget approved by Council and Precept remains unchanged at £38,000.00 for 2023/2024
11) Future Flood Action Plan. Deferred – No discussion took place.

14) Planning Applications Consultation
Ref: Ful/000612/22 Ref: J182/005 Enquiries to be made re: mapping system.
Proposal:
Relocation of existing access point, and extensions of existing commercial unit.
Location: Motus Commercials, Factory Road,, Sandycroft. CH5 2QJ
Flintshire County Council has a new Development Management System for the above that has been introduced to
improve Access to all concerned.
To this end a “Citizen Portal” is launched on the Flintshire Website.
The full access of the “Citizen Portal” can be activated by signing up to a Flintshire My Account and choosing to receive
updates on Planning.
Full details are on the Flintshire County Council website and active interaction is possible.

15) Items outwith the Agenda
Overgrown hedge in Station Road, Sandycroft, as this hedge was obscuring the pavement making it difficult for
pedestrians. The Clerk would send a letter to the Manager of the local public house, to request hedge pruning and cutting
back
