Minutes of the Ordinary Meeting of Queensferry Community Council
7pm Tuesday 8 th November 2022
Venue Sandycroft Community Centre.
Present. Cllr. Mrs D Milner(Chair) Mrs. C.Jones(Vice-Chair) K Garrett,
Mrs. K. Perry, Mrs. L. Povey, Mrs.S. Salisbury,T.Williams D. Wisinger and the
Clerk.
Attendee’s. Street-Scene Co-ordinated, Police representative, 3 Resident’s
from Sandycroft.
1. Apologies. Cllr.Mrs. J Bartles, C. Bowden, Mrs.P. Connah, M.Hughes,
C.Cllr. D. Selvester.
2. Reports from Attendee’s
Update on items in hand from Street-Scene representative,and permission
granted for application to Keep Wales Tidy project for part of the Sandycroft
play-area.
Several pot holes,still needing attention were reported,also the need of more
restrictive measures to prevent parking on the double yellow lines in Rectors
Lane, Pentre.
White lines on junctions to be repainted.
Police Representative- informed of the possible hazard,as vehicles parked on
the narrow road at the junction of Wood Street/Phillip Street. Councillors
were informed to report incidents directly to this local police officer.
Residents in attendance reported speeding traffic in Chester Road and in
Moor Lane, although a speed watch had been carried out along Chester
Road, the continued nuisance would be reported to the Highways traffic
Co-ordinator.
Litter in Hamilton Avenue nuisance from two nearby firms, the Clerk would
send a letter to the firms concerned.
3.To approve the draft Minutes of meeting held 11October 2022
The draft Minutes, subject to two minor amendments were approved.

4.Matters arising from these Minutes
Glendale Avenue/Chester Road junction – enquires progressing, and through
County level.Highways are seeking funding.

5. Declarations of Interest
Cllr Mrs. K. Perry regarding the request for a grant from Queensferry C.P
School. As Cllr. Mrs. Perry is a governor of the school, this was a personal
interest.
6. Reports from County Level.
Housing.
Assistance had been given on housing repair and adaption issues to some
tenants in Sandycroft.
Events.
Cuppa with a Councillor in Queensferry and Community Awareness with
local PSCO in Sandycroft had taken place.
Environmental.
The litter pickers in the areas have been thanked.
Queensferry Queen Street garden project – talks with the organisers for free
material in process.
Further Gully cleaning in Sandycroft requested and the M.P. had been
contacted.
Ditches in Sandycroft, maintenance under discussion with NRW.The Clerk
would request from Welsh Water a map of the Manholes under their
responsibility.
Street and Road Improvements.
Discussion with the relevant authorities have taken place on the following
Parking issues outside KFC Queensferry.
Traffic lights by Solar Services/Lidl.Enquiries ongoing for improvement
facilities for disabled persons.
Plans to alter the bus stop by Queensferry Sports, depending on funding
Plans for the one-way system -currently on hold.
A meeting to be arranged with the Street-scene Co-ordinated regarding pot
holes, hedge cutting , footpath maintenance etc..
Safer Streets.
Currently under discussion with with N.Wales Police and Flintshire County
Council regarding funding in conjunction with Shotton Community Council.
CCTV for North Street/Queens Avenue, Sandycroft, a site meeting took
place. FCC are seeking funding for the project.
Wi Fi in the Community Centre .To be an Agenda item at the next Meeting.
Improved Lighting .Flyover is being studied to improve lighting and safety and
other lighting measures, including traffic lights are under discussion.
Toilet Block in Queensferry, site development under discussion.

Planning Applications:
067260 was approved by planning committee.
Written comments submitted, which were read out by Chair of committee.
063509 Willow Brook, due at next committee.
Case Officer and residents have been in discussion.
COFFEE DRIVE THROUGH at ASDA Queensferry although an adjoining
ward, comments submitted.
Wi-Fi usage at Community Centre – item for December Agenda
7.Report from the Chairperson
Training Plan of Intent
Training for Councillors- sessions held by OVW and SLCC on a variety of
subjects for to councillors choose. Cllr. Mrs Milner had prepared a training
policy for circulation to councillors and for website display.
Defibrillator for Pentre – to be acquired through Welsh Ambulance Service
and sited on the wall of a local firm in Pentre.
Christmas Tree and switch on plus Father Christmas visit in hand. Mince pies
and hot drinks to be served and carols sung by Sandycroft C.P. Children’s
choir. The tree would arrive on 2 December and the Social to take place from
5pm on Saturday 3 December.
Notice boards in Pentre and Sandycroft came under discussion, it was noted
that replacements would be extremely expensive.
8. Report from the Clerk/RFO
Street light replacement -as advised by the street lighting co-ordination officer
of Street-Scene.
North Street -CTM003
Queens Avenue -CTM001
Fairway CTM-002
Lawrence Street-CMT001
The Authority will then adopt these lights.
Council agreed to action these replacement lights which had been budgeted
for.
A visit from a Independent representative of the Standards Committee will be
visiting councils as an observer in the near future.

A Biodiversity Policy is to be prepared and displayed on the website in line
with SLCC recommendations.
9.Report from members on ‘outside bodies’ or on Sub-Committees
Cllr. Mrs.K. Perry had been in contact with the organiser of keep Wales Tidy
and would be meeting on site regarding packages available for bulb/flower
planting and equipment that could be given for this project.
10.Financial Matters for consideration .
a.Applications for Christmas Activities Grants received from
Sandycroft Community Centre, Queensferry War Memorial Institute
Sandycroft Arts & Crafts group, Willow Brook Residents
Association.Queensferry C.P. School. These grant requests deferred until the
December Financial Meeting.
It was agreed that Sandycroft Community Centre receive their grant cheque
at the financial meeting.
To observe Audit the cash book, payments book etc would be checked and
signed on a three monthly basis. Cllrs Mrs D Milner and Cllr. Mrs.K. Perry
Volunteered.

Letter of thanks received for the recent donation from Samaritans, Rhyl.
Letter of concern from a resident of Wood Street regarding
parking issue at junction Wood Street/Phillip Street.
Letter received from French Family relocating to North Wales, enquiring
about facilities and schools in the area.

Remembrance Sunday arrangements
As the White Chapel was holding the Service on Friday 11 November and St
Bartholomew’s Church on Sunday 13th November, Council would make
representation at both venues.
