MINUTES OF THE ORDINARY MEETING HELD
7pm on 18 JANUARY 2022
at Sandycroft Community Centre
PRESENT: Cllrs Mrs. C. Jones (Chair) Mrs P Connah, R. Connah, K. Garret Mrs D. Milner, Mrs K. Perry,
Mrs. S. Salisbury, T. Williams, D. Wisinger and the Clerk.

2) MINUTES OF MEETING HELD 14 DECEMBER 2021:
pre circulated to Council members in draft form.
Also the notes & decisions taken at that meeting These were read out by the Chair, and approved.
3) DECLARATIONS OF INTEREST Nil
4) ISSUES ARISING FROM THE MINUTES;
Street-Scene items. John Griffiths would be reminded of the road dips & sink-age as previously
mentioned at the December meeting. Also to be informed of the sink-age and smashed manhole
outside 39 Wood Street & the drain grids needing attention by the ditch in North Street, Sandycroft.
Other items.
• Co-option to fill the vacancy/Sandycroft Ward to be advertised on Sandycroft notice board
only.
• Update on Mobile Post Office for Sandycroft arrangements in hand -it is proposed that the
van will park outside the white Chapel in Phoenix on a Wednesday morning, time to be
arranged, commencing in March 2022. Cllr. K Garret and the Clerk were thanked for their
effects in obtaining this postal service.
5) FINANCIAL ITEMS:
• As Netwise UK require payment in advance, this alters the anticipated expenditure from the
present to the end of the financial year. In documentation required for Audit purposes, this
item will be included with the explanation.
• Any other financial items. Note: No provision made in budget in the event that a new notice
board for Pentre requires purchasing, again this would alter the anticipated expenditure
figure.

8) PLANNING APPLICATIONS:
Proposal: Change of use of land to traveller caravan site, comprising 2no. Pitches, retention of front
wall & gates & erection of 2m fence along NE boundary.
Location: Leona’s Cottage, Station Road, Sandycroft. – Refused by the Authority on flood risk
grounds,
Proposal: Change of use of land to form mixed use comprising two pitch family traveller site. One
communal day room. Erection of a 2.4m high wooden boundary fence & entrance gates with access
(existing) onto Factory Lane.
Location: Land at South side of Factory Lane, Sandycroft, Flints. CH5 2QJ
(it was noted that the Planning Authority had an incorrect location address).
Proposal: First floor extension to side of dwelling & erection of detached domestic garage store
Location: 22Wood Street, Sandycroft, Flints.
Decision: EIA development not requiring re: units 1&2 Factory Road, Deva Industrial Park,
Sandycroft.
Appeal start date 13/01/2022 Re: Proposal: residential development of 25 affordable dwellings.

Location: land adj. to 150 Mancot Lane Mancot CH5 2AJ.
REPORT / Cclr D WISINGER:
Enquiries to be made regarding the burning of rubbish/waste at land adj. to Leona’s Cottage, Station
Road, Sandycroft.
Enquiries regarding the removal of a dumped caravan on the corner grass verge by the public house,
Station Road, Sandycroft.
No further new issues.
10) ISSUES AFFECTING THE WARDS:
Two Vacancies for Queensferry Ward – no action to be taken as so near the forthcoming election.
Sandycroft Ward Vacancy – a notice of co-option to be displayed.
Pentre -Pentre north drain receiving clearing attention.
Inoperative Street light, outside 35 Station Road, Sandycroft.
