Minutes of the Ordinary Meeting of Council held
7pm 12 JULY 2022 at Sandycroft
Community Centre,
PRESENT: Cllrs Mrs D. Milner,(Chair) Mrs. C. Jones (Vice-chair) C Bowden, K. Garret, Mrs P
Connah, Mrs K. Perry, Mrs. S. Salisbury, Mr T. Williams, Mr D. Wisinger, Mr M Hughes,Mrs L.
Povey and J Bartles.

2) Reports From Attendees
Hynet Team gave a comprehensive presentation explaining current progress on De-Carbonisation
project.
The Council Thanked the Team for the informative presentation. They will be happy to answer any
further queries.
• MINUTES OF MEETING HELD 14 June 2022: Pre circulated to Council members in draft
form. Minutes read out and approved. Proposed by Cllr. D Wisinger, Seconded By Cllr. C Jones
• DECLARATIONS OF INTEREST Nil
• Reports from County – Cllr Selevester reported ongoing fencing issues being perused with
Network Rail who are currently awaiting quotations.
Dog Waste bins have been requested.
Hedges at the top end of Phoenix Street and Hamilton Avenue, issue resolved as they have now
been cut by the resident.
Issues have been raised by local residents into a noise problem occurring at Gallaghers Motors at
around 4.30am when delivery of parts are being made. Enquires are ongoing.
Loose Kerbstone on Hamilton Ave has been reported.
Requests for street sweeping in Queensferry and Sandycroft have been passed to the authority,
leaflets will be handed to residents on confirmation of date to enable movement of vehicles so roads
can be swept effectively.
Regarding Fly tipping in North Street Sandycroft, letters have been sent to residents – Cllr Sevester
and Cllr Williams to work on this issue and report back in September’s Meeting.
Chester Road – Dips in the Road by Manholes have been reported to Streetscene again.
Cllr Jones – Glendale Avenue Site Visit – Issues being investigate with Lee Shone, ‘Leonas
Cottage’ Reported that a Caravan has been lifted on to site, although planning application is still in
consultation period.
5)Report from the Chair
Attended a certificate ceremony for the Pupils of Oasis Hair and Beaty Academy who have passed
their level 2 in Hair and Beauty, amazing achievement for these 14-16 year olds and this ongoing
project from the Staff. Thanks to Cllr C Jones for supporting this project.
2 Decision making working groups are to be Set up, 1 to study, amend where necessary the policies
for adoption. Cllrs Connoh, J Bartles and K Parry volunteered. The other Decision-making working
group would be and Employment Group to undertake the annual review of the salary and contract
for the Clerk based on the Model Contract based on SLCC in conjunction with One Voice Wales as
part of Annual Review. Chair and Vice-Chair
Social Media – All Councillors to read the policy (from WLGA) on social media regarding personal
responsibility for information and participants views on own accounts in accordance with FCC and
WLGA and Code of Conduct. The attacking of the members on Social Media will not be tolerated.
6)REPORT FROM CLERK – Postponed to September Meeting.
7) REPORTS FROM MEMBERS SERVING ON OUTSIDE BODIES
Clerk to Write to Health board and manager of Queensferry Doctors Practice for Update.
8)RECEIPTS & PAYMENT
To be attached to September’s meeting due to the Clerk be absent.
9) ISSUES AFFECTING THE WARDS and Follow up from Minutes
Cllr Connah will continue with enquiries re Christmas Trees and Event.
Work now Commencing on Autumn Newsletter.
Cllr Hughes to look at Laptop/TV for Hybrid Meeting
Cllr Connah to investigate Suitable Internet provider.
Litter Picking Hub and Council Walkabout – date to be arranged.
