QUEENSFERRY COMMUNITY COUNCIL
Minutes of the ordinary meeting held
7pm on 9 November 2021Venue: main hall of Sandycroft Community Centre.
PRESENT: Cllrs: Mrs P. Connah (Chair) Mrs. C. Jones (Vice Chair)R. Connah, K. Garret,
E. Lomas, Mrs. D. Milner, Mrs. S. Salisbury, T. Williams, D. Wisinger, Mrs S. Wynn and the Clerk.
IN ATTENDANCE: Paul Edwards -Street Scene. Gentleman resident of Sandycroft.

2. MINUTES OF MEETING HELD 9 October 2021:
Chair read out the Minutes, which were approved.
Proposed by Cllr. D. Wisinger Seconded by Cllr. R. Connah, the Chair signed these Minutes.
3. DECLARATIONS OF INTEREST Cllr. Mrs. P. Connah a governor on both Sandycroft and
Queensferry C. P. Schools. This was a personal interest.
4. ISSUES ARISING FROM THE MINUTES;
Street-Scene –
Uneven pavements/various locations -ongoing. Work ticket issued for Harrison Grove.
Letter of compliance regarding the foot-way lighting contract /Received
Pot-holes – work ongoing & large pot-hole in Chemistry Lane & by garage in Chester Road
Pruning of trees in play- area behind Hamilton Avenue/work ticket issued.
Fly-tipping /cleared but ongoing problem, enforcement contacted regarding the continuous food waste tipped
in Broughton Brook.
Litter bin to be sited Chester Road/Johnson’s yard ongoing.
Tree cutting behind the playing-field/ work ticket issued.
Improved type man-holes on order to improve road drainage problem
Pierce Street -Light inoperative & traffic lights at Pentre needed attention.
Queensferry Roundabout – Hazards – enquiries re: traffic lights ongoing, road markings to be improved.
Dogs on the Sandycroft football pitch – enquiries ongoing and new signs awaited.
Other items
Pentre Notice Board – in hand.
Relocation of Queensferry Surgery the Practise Manager had informed the Clerk further information
forthcoming after the November panel meeting.
Match Funding older Children’s Play Area: Option 3 on order with Aura.
Newsletter: Ongoing with Cllr. Mrs P Connah.
Broughton Brook – in need of clearing of new debris,– National Resources Wales would be again contacted.
Overgrown hedge along Station Road, Sandycroft -Resolved.
Daffodil bulbs Growing Places had made an inspection, they advised the season was too well advanced for
successful planting.
Food Factory -nuisance caused by seagulls -Mark Tami & Neil Crockerton had been made aware of the
situation.
5. FESTIVE ACTIVITIES & CHRISTMAS TREE ARRANGEMENTS.
Cllr. Mrs. P Connah had a Christmas tree on order, to be sited at Queensferry Memorial Institute. However,
complications arose regarding insurance, risk assessment, installation & dismantling & P.A.T. testing.
The Institute Committee were unwilling to undertake these arrangements & costs. Equally, the Council had
no provision in their budget for these costs.
After discussion Cllr. D. Wisinger Proposed, Seconded by Cllr. R. Connah, that the usual donation be given
to the Institute for ‘Festive Activities’ if requested. The tree on order should be cancelled as being too costly
and complicated. A Vote was taken & 7 members agreed to this proposal, 3 members abstained.
At this point Cllr. E. Lomas and Cllr. Mrs. S. Wynn left the meeting.
Cllr. Mrs Wynn handed a letter of resignation & Cllr. E. Lomas handed an envelope returning the keys to the
notice board in Queensferry, with information that his resignation would be forwarded to the Clerk.
Mrs. Wynn’s letter was read out to members of council.
6. FINANCIAL ITEMS:
a) Council agreed that the two schools who had requested a donation towards festive activities should receive
two hundred pounds each.
b) Information received for the costs of the forthcoming May 2022 election/ Deferred until the December
finance meeting.

Letter From Sandycroft C.P. School, request for financial donation towards Christmas activities.
F.C.C. Community Councils’ Preparation for the coming Winter/Deferred until finance meeting.
Letter of resignation due to family commitments received from Cllr. D. Dawson, Sandycroft Ward. A letter of
thanks for his years of service would be sent to David Dawson from council.
One Voice Wales re: Platinum Jubilee Beacons 2 June 2022/ Suggestion of seven trees be planted in the
wards to mark the occasion, instead of beacons.
9. PLANNING APPLICATIONS:
None received to date.
Decisions Refused
Proposal: Application for a lawful development certificate for retention of existing bed-sit & garage.
Location:12a Station Road, Queensferry, Deeside Flints.
10. REPORTS FROM Cclr D WISINGER:
Update on caravans on the land adjacent to Willow Brook & caravans on land at
Factory Road, Sandycroft.
Cllr. Wisinger would keep council and local residents informed on developments.
Update on quotation for yellow painted lines by Old Hawarden Hotel, Queensferry, this item deferred until
the Clerk had contacted Messrs L. Shone &R. Nurshaw at the Highways Department
11. ISSUES AFFECTING THE WARDS:
Sandycroft – A notice advertising the casual vacancy for Sandycroft Ward to be displayed.
Pentre- Hy- Net had dug experimental holes regarding the proposed pipeline works.
Queensferry -The Clerk would contact Highways regarding an update on the proposed one way traffic
system, Fairfield Road /Chester Road.
Cllr. Mrs. D. Milner offered to take charge of the Queensferry notice board.
